To All C4 owners 84-96, The way the emergency brake lever works is as follows. First you would pull up on the lever to apply it.Once applied the lever disengages from the cables and then it allows you to lower the handle so you can get out of the vehicle, but the brake is still applied. Now, when you get back in and would like to release the brake you will need to pull up on the lever, which will not ratchet. When you start to feel some resistance push on the release button and continue to pull upward slightly. There will be tension on the handle so sometimes(like in cold weather) it will take more energy to release the button.
